If I had my druthers...

if (criticality < mission critical) { use PHP }
else { use Java }

That's assuming you're in a sufficiently large business.  Small to
medium businesses could probably use PHP/Java/whatever for everything.

Other factors:

* Existing skillset within IT
* The technology used for existing open source and commercial
solutions

That's just a quick brush at a complex question.
