[GR-Jug] website facelift

[Dave Brondsema]

I've given http://gr-jug.org/ a facelift.  Our goal is to use drupal to
manage content and events for the website, but until that happens we
wanted to make it look a little better.

I've added an "Other Local User Groups" section, but the rest of the
content is the same.
